OpenMPI tarball in ExternalLibaries/MPI is outdated using 1.X series

The 1.X series is no longer supported by Open-MPI. Instead we should use either 2.1 or a version in the 3.X series.

Is this a good time to resurrect the debate about whether we should build MPI?

It is indeed an excellent time :-)

One of the machines on http://einsteintoolkit.org/testsuite_results/index.php (bethe) sets is MPI_DIR to BUILD and right now fails to compile with OpenMPI 1.10.1 (but may compile with 1.10.7 at least as far as compiling OpenMPI is concerned).
