It is not possible to select a repository folder with some Unicode characters in path

Steps to reproduce:

• Open Cong.exe
• create a folder for example “C:\temp\spécifié est introuvable”
• run command cd “C:\temp\spécifié est introuvable”
• verify exception “A git process cannot be run. Please verify that git installed or 'git' environment variable configured. The system cannot find the file specified”
